Objective: This conference will provide veterinarians and veterinary hospital staff (if they are included) with a detailed overview of the role and expectation of USDA-accredited veterinarian, specifically as it relates to the interstate and international movement of live animals.  Specific guidance will be provided to the accredited veterinarian (AV) on the issuance of Certificates of Veterinary Inspection (CVI – interstate health certificates) and International Health Certificates (IHCs), the various tool/resources available to them (e.g., InterstateLivestock.com, VEHCS, the USDA Pet Travel Website and IREGs), and tips on how best to communicate with CDFA and USDA regarding movement issues.

David Ewey, DVM, MPVM 

Bio: Dr. David Ewey is the USDA’s Veterinarian-in-Charge for Service Center West Coast [part of USDA’s Veterinary Export Trade Services (VETS)], which is responsible for the review and endorsement of international health certificates for the movement of animals and animal products from 16 western states/territories.  In addition, he oversees the inspection and approval process for facilities that export live animals and animal products from these states/territories or that receive restricted animals products from other countries.  Before becoming the VETS Veterinarian-in-Charge, Dr. Ewey served as the Assistant Area Veterinarian-in-Charge for CA, HI, NV and the U.S. Pacific Territories.  Dr. Ewey received his Doctorate in Veterinary Medicine (1990) and Masters in Preventive Veterinary Medicine (1991) from the University of California, Davis.  Before joining APHIS in 1997, Dr. Ewey worked as a dairy practitioner in Tulare, CA and as a small animal practitioner in the Sacramento area.  Since joining APHIS, Dr. Ewey has worked as a staff epidemiologist at Center for Epidemiology and Animal Health (CEAH), and as a Field Veterinarian and Foreign Animal Disease Diagnostician (FADD) in Northern California.  He has been involved with the National Veterinary Accreditation Program (NVAP) and training of veterinarians and veterinary students for over 25 years.

 

Todd Carnes, NVAP Coordinator

Bio: Todd Carnes is retired military where he lived in Okinawa and served on two aircraft carriers prior to becoming the Atlantic Fleet Coordinator for Central Texas Collage. He has been the APHIS National Veterinary Accreditation Program Coordinator for CA, Hawaii, Nevada, Guam, Northern Marianas Islands, and American Samoa for 8 years.

 

 

Andrea Mikolon, DVM, MPVM, PhD; Assistant Branch Chief-Animal Health Branch; California Department of Food and Agriculture

Bio: Dr. Andrea Mikolon is the Assistant Branch Chief for the Animal Health Branch of the California Department of Food & Agriculture (CDFA), Animal Health Branch where she has worked for over 16 years. She has served as an epidemiologist on many livestock and poultry disease outbreaks. She also represents the California State Veterinarian (Dr. Annette Jones) in meetings and projects with Mexico. In addition, she has worked as a port veterinarian for USDA and worked on zoonotic influenza for CDC. She has lived eight years outside of the U.S., working on infectious livestock and poultry diseases in Asia and Mexico. Andrea received her Master of Preventive Veterinary Medicine (MPVM), Doctor of Veterinary Medicine (1992), and PhD in Epidemiology (1998) from U.C. Davis.
